Like several factions have divided Area B into territories, like rival gangs or countries. While the "World Mechanics" don't really change, their could be both geo-political issues and religious issues surrounding everything. With increased difficulty, comes increased rewards. In Area C: Tier-3 Players scout out locations for Tier-4 Players to clear out. In Area B: Tier-2 Players scout out locations for Tier-3 Players to go and clear out. Tier-2 Players enter these locations and clear them out. They receive XP based on how thorough their scouting is. In Area A: Tier-1 Players scout out locations, then return to a Base-Of-Operations with the information.

You could build a world with game-like mechanics. He was only an okayish DM to begin with and if he's okay with springing rules on us we didn't agree to and holding us 100% to them, I'm not interested in that game. I tried talking to him about it and offered a few alternatives but he was 100% inflexible on this thing he hadn't told us before we started. This was 2 or 3 ish months into the campaign so we'd only leveled like once before and everyone had been present, so this hadn't come up. The one and only session I'd ever missed in the campaign, and one I had let the DM know about in advance because it was for a family thing, *happened* to be a leveling day and *that* was when I found out I would now be down a level from the rest of the party for a minimum of like 2 or 3 sessions. He told me none of this prior to the campaign (he admitted this), despite us having a session 0 where he explicitly went over his homebrew rules. He had some hoops you could jump through to get caught up. Ya I literally quit a game over a DM who wouldn't level you if you weren't there on leveling day.
